RTD will not fully rebuild L Line track along Welton Street, instead pursuing lighter repairs while a Denver mobility study runs its course.

Preconstruction on the work is still anticipated to start in 2027. The agency had previously planned full-depth reconstruction of track infrastructure along the L Line, paired with accessibility and security upgrades at stations. That scope is now changing at the request of the City and County of Denver's Department of Transportation and Infrastructure, which asked RTD in September 2026 to pursue an extension-of-life strategy rather than full-depth reconstruction. RTD said the change reduces the chance of service disruptions caused by failing infrastructure while leaving long-term corridor options open.

The request follows the March 2026 launch of Welton Next Steps, a DOTI mobility study of future corridor improvements, transit alternatives and streetscape changes along Welton. DOTI has gathered input through a Community Advisory Group, public meetings, surveys and focus groups. In September 2026, DOTI told the RTD Board of Directors that no preferred long-term transit solution has been identified, but preliminary findings suggest corridor configuration changes may be needed to meet community goals. DOTI asked RTD to hold off on reconstruction so the study's work is not foreclosed.

The Welton Street Corridor work is the final phase of RTD's Downtown Rail Reconstruction Project. The corridor runs through Denver's historic Black community and the Five Points neighborhood.

Angel Peña, RTD's deputy CEO, said the agency weighed the line's condition, customer needs and community input. "Welton Street is the heart of a community with deep history, and its future should be shaped with that community, not for it," Peña said. He said focused safety and state-of-good-repair work will keep the L Line dependable while the community shapes a vision for the corridor.

The modified scope will add accessibility and safety work at stations, along with repairs to keep the line in service. RTD said the work cannot proceed as planned because planning for the corridor has surfaced additional needs tied to transit performance, public space constraints and local businesses. The agency said the revised approach delivers service sooner than a full reconstruction would allow.

Welton Next Steps also considers the future of Welton and Downing streets, including the proposed FasTracks Central Rail Extension. DOTI and RTD have a joint Community Advisory Group working on the corridor's long-term direction, and RTD said it will keep issuing updates to customers, stakeholders and policymakers on how the study informs future investment.

RTD's Downtown Rail Reconstruction Project webpage carries updates on the project and the Welton Street Corridor.
